Technical Industrial Liaison Office (TILO)

The TILO provides research and development information to qualified individuals and organizations that have expressed a desire to participate in specific Army research and development (R&D) efforts of the Department of the Army. It provides a specific point of contact in the AMRDEC environment for representatives from US industrial, educational, research, nonprofit institutions, and other civilian agencies.

The TILO manages Unsolicited Proposal Program, Unfunded Study Program, and Army Potential Contractor Program

Unsolicited Proposals
This is another way you can participate in Army R&D. An unsolicited proposal is any proposal or offer of services received that is not the result of a formal advertisement for a specific procurement, request for proposal (RFP), or request for quotation (RFQ). An unsolicited proposal is based on a novel design, concept, or idea independently originated, developed, and prepared without Government supervision. It presents plans, ideas, suggestions, costs, etc., for a specific project or undertaking that offers improved capabilities through R&D products, commodities, systems, and techniques or evaluation of off-the-shelf commercial items.

Unfunded Study Program
In the case of those desiring to conduct a study at no direct cost to the Army, you may submit a proposal for an unfunded study. After approval and execution of a policy agreement, Army assistance is provided by certification of a need to know, permitting access to classified and unclassified scientific and technical information by registering with the Defense Technical Information Center. The sponsoring agency will assist qualified individuals and organizations by making personnel available for consultation.

Army Potential Contractor Program (APCP)
The Army Potential Contractor Program (APCP) has been established to certify and register nongovernment organizations for access to controlled scientific and technical information. This includes information on Army needs, requirement, programs, funding, and advance planning associated with research, development, and acquisition. The program can support you in expanding technical competence in order to support Army goals. Under this program, the Army sponsors access to planning and technical information from the Technical and Industrial Liaison Offices (TILOs) and the Defense Technical Information Center (DTIC).
