In 1997 the Army Teen Panel developed surveys on the topic of youth sponsorship.  The purpose of these surveys was to gain a general knowledge of how the program was working.  The results of the survey indicated that the program was working - but only half way! 

A few posts had wonderful Youth Sponsorship Programs and were very familiar with what Youth Sponsorship is.  Too many had no idea what Youth Sponsorship is --  therefore they had no programs.
