1. WAIVER APPROVAL AUTHORITY: Secretary of the
Army Memorandum, 14 Aug 95, subject: Revised Waiver Authority
for Army Reinvention Centers and Laboratories.
2. DIRECTIVE WAIVED: AR 190-51, Paragraph D-4.
3. UNIT/ACTIVITY AFFECTED: The U. S. Army Missile
Command, Redstone Arsenal, AL.
4. REASON FOR WAIVER: The cited regulation states
that a tumbler-type locking device will be used on key depositories.
The Sargent and Greenleaf (S&G) Model 8077A combination padlock
is classified as a wheel-type combination padlock. The S&G
Model 8077A is available through the General Services Administration
Federal Supply Service and is specifically intended for low security
use. As such, this padlock offers a comparable level of security
as a tumbler-type locking device. The AR also states key depositories
will be located inside. The purpose of a key depository mounted
outside in a sheltered area, is different from the intended use
in the Army Regulation. To gain entrance into a building, numerous
employees would need a key. A key depository mounted outside
would house only one key, therefore, reducing the chance of keys
being lost. Presently, if a person loses a key or leaves without
turning it in, the lock and all issued keys must be changed.
Using the depository would reduce that cost to simply changing
the combination on the lock in the event an employee leaves.
There are approximately 172 Sargent and Greenleaf combination
padlocks on key depositories which will have to be changed.
5. EXPECTED BENEFITS: Approval has precluded the
replacement of current wheel-type combination padlocks (S&G)
resulting in savings of replacement cost, cost of new depositories
being permanently affixed to a wall, and administrative cost to
procure new items. This waiver does not compromise security of
unclassified Army property or key depository as the combination
padlocks wheel-type (S&G) in use are comparable to the stated
tumbler-type combination padlocks.
6. RISK MANAGEMENT: Low risk because the security
of unclassified Army property is in no way compromised by the
continued use of the Sargent and Greenleaf wheel-type padlocks
currently in place. Locks should be considered as delay devices
only, since any lock can be defeated by expert manipulation or
force.
7. MEASURE OF SUCCESS: The savings of funds and
man-hours will be the greatest measure of success of this waiver.
The dollar value of savings can be estimated at $23,111 at this
time.
8. EFFECTIVE DATE AN DURATION OF WAIVER: The effective
date is 21 May 96 and remains in effect for two years or
until rescinded.
